Another approach (not quite so slick I admit) would be for the users to
create the required email (the one to be main merged) as a separate html
file and attach it to the trigger email.

So they could create it in some cheap and cheerful html editor drag and drop
style and then attach it to the trigger email and you could process that
html file as the body of the merge email.
