What I see there in your image is a standard look for a CF encrypted 
template, a little header followed by lots of unreadable stuff. Nearly 
every file in CF admin is encrypted for IP protection and looks like 
that if you open it in a text editor.

That infers that there is something else that is wrong, the server seems 
to be not decrypting its own code. Have you tried comparing the 
apparently bad file with a good one, is it different? Would a simple 
restart of the server fix the problem?
