I work for a 2000+ employee company here in Idaho (the power company), and I can say that our HR department does not use recruiters nor recruiter software. They post jobs on a couple of job boards, and then manually weed out the 50-100 resumes that come in. The 10 or so that match the job description get a phone interview, and after that 3-5 get a real interview.
