I assume what your seeing is a firewall alert saying CF wants to connect? If 
so, just let it connect even if there is no connection to the net. It may be a 
number of things but allowing it doesn't hurt at all. I have CF on my laptop 
and have allowed this and no prob.

Things it can be are:
CF license check
Java connection check
Local java server check
Network detect connect
Data services connection
something else
