The suspect the trouble is the second '?' character.  It should not be allowed. 
 The simplest solution, but untried, would be to urlencode() your destination 
value so that these special characters are escaped.  You can then urlDecode() 
the value in your redirection page to get the folks to where they are supposed 
to go.
