Yes. The cfhttp-charset should be CP1252.

I would check the following just to make sure:

1. You also should make sure your page is rendering UTF-8.
You can do this by adding the following:
<cfcontent type="text/xml; charset=UTF-8"> 
CFMX serves pages by default as UTF-8. However, previous versions of CF must
be told how to render the page (if not UTF-7).

AND

2. Make sure your editor is saving the files as default encoding of Unicode
(UTF-8).
If you're using dreamweaver (studio is incapable of this functionality),
this can be found in edit > preferences > new document.

Other than that, I'm with Paul..I'd have to see your data.
