Im not sure, but im pretty sure you could call the
onApplicationStart() directly.  Maybe add a flag to your
onRequestStart(), if structKeyExists(url,"reloadApplication) and
url.reloadApplication EQ True><cfset onApplicationStart() /></cfif>
