Think you might need to do something like

ArrayInsertAt(XMLFile, XmlChildPos(XMLFile.rss.channel, "item", 1), 
XmlElemNew(XMLFile,"item"))

In your example, the first argument of ArrayInsertAt is not an array, hence 
the error.

Above is not tested but it should be close.
