We fooled around with rewrite here and it seemed pretty cool. I think of
what you are doing, you need to use the looping replacement. Check out this
page:

And search for the heading:

Using loops (Next flag) to convert request parameters 

I have not tried it myself and could probably not do a great job of
explaining it, but that is a place to start.
