I needed to make the change in two places on my setup.
1. In IIS, I needed to associate the .css extension with the cf server.
2. In the web.xml file (cfusion\wwwroot\web-inf) I needed to create a
new mapping
Here is the one I added for rss:
<servlet-mapping>
<servlet-name>CfmServlet</servlet-name>
<url-pattern>*.rss</url-pattern>
</servlet-mapping>
