Depending on how these spambots behave exactly at the lower protocol levels you could try to tie up their resources by playing with parameters at that level. For instance, in CF adding a few sleeps in the processing page. Or if they are particularly dumb you could try to redirect them to a spamd server that does nasty things like sending a response one byte at a time at 500 ms intervals.
