Ummm...I use URL variables all the time...do you mean variables contained in a URL such as /cat.cfm?cat_id = getcats.cat_id ???
I use those all the time to create update and delete links from lists of items...surely that's not what you're describing... What do you mean by "poorly scoped"? Has the use of the URL variable changed somehow?
