there is itools http://www.tenon.com/products/itools-osx/, i dont know if they have that for pc's tho

Most of the time people want to mirror a production environment in their development environment. If that is the case, just follow the steps you have for the production environment. If that is not the case, your only alternative to following that ACME guide is figuring it all out yourself. That may not be a very attractive option if your latest point of reference is CF 4.5 and Homesite.
