Reed, I work a lot (on and off) with predictive algorithms, scoring and ranking of data, etc. In my experience there really isn't a cookbook for this sort of thing-- you basically need to get to know the data you're working with very intimately, determine what data changes should cause changes in your predictions, etc, and come-up with valid algorithms on your own (while hopefully utilizing some sort of statistics and math background). I don't know that you'll really find any common library to do what you're looking for, though I'm sure you'll find a lot of 3rd party tools to be beneficial depending on the complexity of what you're working on.
