What exactly do you mean by this? You want to be able to use it as a router or 
do you just want to be able to filer a bit? IPv4 or IPv6?

If it is just your own equipment I would go for layer 2, layer 4 is really only 
necessary if you want to filter customers that are on the same VLAN. 
Furthermore I would look into where exactly the filtering takes place, on the 
CPU or in the ASICs.
