It is unlikley that coldfusion is setup to allow UNC path access to other servers as this is not how CF installed by default. And seeing as the guy did specically say he needed to FTP the file, one would presume that FTP is therefore installed on the destination server already otherwis ehe would have simply asked for the best way to get the file to the server.
