Thanks for the suggestion, Tom.  The software decided to "play nice"
yesterday
and is working properly at this point.

If it starts misbehaving again, I'll turn to the batch file.

Hack way:
Write a batch file that brings up the network connection (ping an external
address ?), waits a bit, then launches the app.
