We've had problems generating any PDFs with cfdocument when there are linked images or css. Doesn't matter the size of the document. Haven't been watching resource hogging with regard to it, but I'd like to hear if you find that is the source of the problem.
There was a post here a week or two ago that discussed this a bit.
