Dojo has a nifty tree widget. May be too much overhead if you're not using other dojo stuff or a frame-based nav.
The nice bit is there's drag and drop ordering, left-click adding/deleting of tree-nodes, when you want it (say on the site admin page). I've been meaning to clean up my "proof of concept" and share it. The PHP "DB code" is already out there.
