You need more memory. The only time I've seen this error is when severely
overtaxing a CF server, typically during a load test in a classroom
environment. This isn't specific to Win2K, either. In a production
environment, all other things being equal, I'd recommend an absolute
minimum
of half a gig of memory, and would feel barely comfortable with a full
gig.

I've seen this problem when you have two different version of the CF
service
running. I've seen this happening after upgrading from CF31 to CF4. For
whatever reason, the CF3 services were still being loaded in the Service
Manager. Disabling the services from starting fixed the problem.
