Hmmm, I am not sure having the scripts there is a good idea (is your CFIDE web facing?!). What happens if you remove the scripts and test on the pages which you are not using FCKEditor? The scripts could be interefering with the cfform (urgh) scripts.

I've suddenly started getting this error wherever i've used CFFORMS throughoout my sites, even on forms that dont use FCKEditor in them.
