Anyone know when this was added to CF?

Yep, the short circuit feature is why you can get away with:
<cfif isdefined("variables.foo") and variables.foo eq "bar">

.....and NOT get an error if it is not defined.

CF evaluates the expressions in order, left to right. If one is false, it
halts processing.
