So I found out how to get MX 7 to install in a Win 2k3 SP1 server.
Install it using the built in server then follow the steps provided
on this page
http://www.adobe.com/cfusion/knowledgebase/index.cfm?id=tn_19575
The only thin you have to do in addition is turn off the built in webserver.

In the section titled "This is the built-in JRun Web Server" change
the following line
<attribute name="deactivated">false</attribute>
to
<attribute name="deactivated">true</attribute>

Hope this info helps out. It seems to be the only sure fire way to get
it to work.
