I don't know how it is named in English exactly, but according to the French version, it roughly says "Authorize refreshing metafiles". If this is not set, the meta tag redirect won't work. By the way, this is probabily why sites that redirect users will generally display a message on the page with a link to click if the page does not refresh within 5 seconds or so...
