I have no idea, but I wouldn't be surprised if there was.

Not much, for most people. If CF actually had three thousand open database
connections simultaneously, that would be a very extreme case. CF pools
database connections, and reuses them when they're available rather than
creating a new one. The number of database connections is not directly
correlated with the number of users.
