How would I write the file to my filesystem, could you explain please.

Also are there any tests to find out if I can perform name resolution?

Probably not - that is, there's no CF-specific settings required for
this.
You could, of course, have some completely unrelated problem, such as
the inability to perform name resolution, which would prevent this from
working.

If you write the retrieved file content to your filesystem, do you end
up with a well-formed XML document?
