A good measure of a good CF developer is typically how much he/she contributes to the community as a whole. Most of the noteable names of the CF industry assist others in troubleshooting, providing code samples to alleviate difficult topics and giving back to their user groups.
Education and certification are not a good measure of CF proficiency as I have met many developers that did not have certifications that could teach CF with the amount of knowledge they have attained. Perception of proficiency based upon the praises of others is a good measure of non-biased opinions sometimes. There are many popular names that will make the list just from the fact that most CF'ers enjoy blogging or have written a blogging adaptation.
