Oh... I can think of a couple reasons to redirect people on requests to any page in a directory. 1 would be due to time sensitive promotions that are currently not valid but will be valid again in the future.
You wouldnt want to delete those files since you'll be using them again and you wouldnt want users seeing 404s because you moved the files, and you wouldnt want search engines to stop indexing those files because you moved or deleted them...
