You look to be trying to treat it like a .Dwt file, which it isn't. The only
way you will be able to view this file as a ColdFusion file, it will have no
editable regions AFAIK.

Also, have you looked at using cfheader rather than cfinclude for adding a
page header.

I trying to create a new page with cficludes for a header and in that header
is the css link.
How can I view the styles from within that header file?  When I try to link
or import
it from within DreamWeaver MX 2004, I get an error.

"a request to create a new STYLE, LINK or IMPORT failed.  If you are working
with an instance of a template, make certain that there is an editable
region within the head tag"
