Yep. The logic seems fine to me. Depending on the size of your emails you might want to consider leaving more time in between batches. For example if your newsletter is only 20k then you less time is needed between batches if it was 100k. Only way to know is to test... Watch out for IIS's mail server though, we found it was unreliable for this kind of setup using CF.
