Yes, you ar right. If you have a better name for it, just let me know. With the 
term "web" we mean a webroot. A folder containing web files. In fact it is not 
the same as a virtual host, since many virtual hosts can point to the same 
webroot.
But you can separate all the settings for each single webroot. Just use the 
local administrator to configure your local settings and the server 
administrator for the global ones.
