In this case, his laptop is his company machine.

His IT guy has looked at it, but I haven't gotten an update from him yet on
the response. I'll try a few other things too.

Grasping at straws, but could it be something to do with where his
Company IT Infrastructure saves the cookies?

Does any other user within his company and using the same IT set up have
the same problem?

That's maybe why his laptop works but his company machine does not.
