depends. i once had to stitch together an app that would do some geographic 
calculations for some folks surveying in the boonies. they used this as they 
moved around, in whatever small town internet cafe they could find (i was 
actually surprised how deep the internet has penetrated into rural thailand). 
first cut used PDF to do reporting, but they very often found no readers in the 
cafes & the owner's usually weren't keen on installing it. but they found flash 
everywhere. i think because in the boonies 99% of the users were kids.
