CFEclipse, hands down. I use a variety of additional Eclipse plugins as well, to include the Web Tools Project, the Aptana Plugin, and doing some testing of UML work with the Green project. Not to mention using the Flex Builder RDS features, as well as the Subclipse plugin for interaction with Subversion.
