As far I know you cannot declare the size of the stored procedure output 
parameter.

I ran a test and modified the stored procedure to return a null and a single 
character. Both tests return the expected values with no error.   When I tried 
return two character value then I received the error.

It would appear that ColdFusion is checking the size of the target and source 
variables
