Have you tried changing FTP mode from "passive" to "active" or vice  
versa?   This has  happend to me on Linux servers from time to time  
where a configuration in the FTP params only allowed connections in  
active mode.

Another thing to check for is whether you have a preceeding "/" in  
your intial path (i.e. "/directory/" instead of "directory/").  In  
IIS, if the FTP sites are in user isolation mode, the inital "/" can  
cause problems.
