I did encode everything as UTF-8 in Dreamweaver.

Here's another factor: OS.  I'm on a Mac.  My line breaks are set to
UNIX in Dreamweaver.

When I opened the same files in BBEdit, it told me that the line
breaks were all set to "DOS." Hmph! Silly, silly Dreamweaver.  And
silly me for not catching it sooner.
