Fusebox has had quite an overhall sine the use of formurltoattributes was
used. Right now fusebox is XML based and using fusebox.xml and circuit.xml
You url would be more like..

index.cfm?fuseaction=admin.login

or
index.cfm?fuseaction=admin.add_products
