FYI...I have a workaround but it SUCKS....bloody slow.

I write the file to the file system and then call it normally via an image tag.

It's fast as HTML only....flippin slow as FlashPaper or PDF....

So if anyone has a better idea...plz share ;-)

Search the page fro CFCONTENT and you'll see a few messages back and forth 
where 
someone else uses the same technique I am and having the same trouble....the 
blog's author tried his only test and it worked fine for him!!  Any mention of 
issues calling remote image files do not apply to my situation as it's coming 
from a local DB BLOB field.
