No, CF web services are SOAP services, and SOAP requires HTTP POST or M-POST requests containing a SOAP envelope. If you wanted to write a REST-style web service, it would be up to you to do that on your own. However, that wouldn't be especially difficult. You would have to decide what exactly you want your web service to require for inputs, and what it would generate for a response.
