When you download the Flex Builder, in:

plugin/com.adobe.coldfusion.rds.client_0.5.143281/ folder

Copy that folder to any other eclipse plugin directory and you can get RDS
enabled.  I have done this with tranferring my Eclipse 3.1 Flex Builder and
took that plug in for my 3.2 Eclipse environment when I am not doing Flex.
