Might it not be easiest to, in the hands table, assign a numerical value to
each hand, then simply compare those two numerical values to see which one
"wins".

You'll need a  "Hands" table to define all the possible hands.  Then you'll
need
another table that maps each hand against every other hand and indicates
'beats'
or 'does not beat'.
