Well, we quickbuilt a new CF server and installed the packages on there, and 
they worked fine, so we rebuilt the original server, and its working fine.

Something got corrupted somewhere in CF dealing with CFX's but we couldn't find 
it anywere.  The neo-runtime file seemed fine, but who knows.
