There are many ways to do this.  One would be to use something like 
http://mon.itor.us/ and point it to a ColdFusion page.  It will alert 
you (email, SMS, IM) when the page is not working.

Another way would be to install your own monitoring software, if you 
have several servers to monitor.

If you write your probe in CF, your probe won't run when CF is not 
working (unless you are running the probe on a different machine).
