Neil said that it was done before so did they use the same set of jars 

The jars solution came out of an Applet/Axis problem/solution so I tested a
client side solution on the server side and it worked! 

Steps: 

Drop the folder "jre1.5.0_09" on in to the "runtime" folder 

jvm.config

java.home=C:/CFusionMX7/runtime/jre1.5.0_09/

add 

xerces-2_8_1 to fix apache AXIS problem 

resolver.jar

xercesImpl.jar

xercesSamples.jar

xml-apis.jar

C:\CFusionMX7\lib 

restart service  Admin Still says Java VM Version 1.4.2_05-b04
