If you are using the 1.2.9 beta of CFEclipse, which now has a port for both 3.1 and 3.2, then the option should be there.
As others had emntioned, when you are in the CFEclipse perspective, you click the Window menu from the Alt bar and then click "Preferences" from the drop down menu. The Eclipse properties window should pop up and in the tree of options there should be "CFEclipse." Expand that tree and there will be a tree member "Editor." Click 'Editor" and there should be a list of check boxes. One of the check boxes is, "Show Editor Toolbar." Click to turn that option off. I have attached a screen shot of the preferences window.
