You would need to open an account or if you want to provide the service yourself you can create your own SMS Gateway and use SNPP along with the TAP Protocol to send the Messages. I have been doing this for the past 5 years for approx 2500 enabled SMS Devices. I am providing the Web Service that I have created for my application available to anyone who would like to try it.
