One of our departments uses a designer who insists on putting "special 
quotes" and stuff in their HTML newsletters..

For example:

Charles “Chas” Smith

Of course, those aren't the same as " chars, and although they render in 
the browser just fine, they don't show up properly in email.

I've tried specifying the charset attribute on cfmail to a variety of 
things - including iso-8859-1 and utf-8 ... but neither seems to work. 
They still come through as question marks in the email.

Is there anything I can do about this?  My first choice is to tell the 
designer to quit using characters outside of the 7-bit ASCII chars.
