IMO the merging solution implies more overhead and clumsiness than no solution at all.
I'm no expert and we currently use locking model tools, Dreamweaver and|or Visual Source Safe. But I would like to point out that the merging still goes on, it just happens at a different point. With locking, after developer A has checked in a file so developer B can now edit it.
