IMO the merging solution implies more overhead and clumsiness than no 
solution at all.

I'm no expert and we currently use locking model tools, Dreamweaver and|or 
Visual Source Safe.  

But I would like to point out that the merging still goes on, it just happens 
at a different point.  With locking, after developer A has checked in a file so 
developer B can now edit it.  Developer B is still going to have to frequently 
at least review what changes where made to the file so that (s)he understands 
them and how them may or may not affect the task they are about to use the file 
for.
