Ryan,
Most CC authorizing services such as CyberCash or Authorize.net do this.
Use Authorize Only instead of Authorize-Capture options. This will find
out whether the funds are available. You can then turn around and void
the transaction immediately. Authorize net have a very good explanation
on how to do this. See
